Aims and Tasks of the Ukrainian Civic Association
"Ukrainian Medical Center of Road Traffic Safety"
- Coordinate activities of all ministries and administrations interested in road safety support; insert the Ukrainian Civic Association (UCA) in all coordination councils of road traffic safety.
- State the problem of road traffic safety as one of the most topical in Ukraine, popularize it via mass media, and determine the ways and methods of its solution.
- Organize the efficient work of regional centers of UCA, coordinate their activity by the board of administration and coordination council, and provide correct understanding the aims of UCA by its members.
- Create common methods of teaching the medical staff to carry out before- and after-scheduled medical examinations of drivers (video recording, training system for teachers from regions, methodical manuals supply).
- Insert medical staff into UCA that will secure them legal and methodical support; improve the conditions of their work, increase wage rates of medical staff, set the norms of temporal medical examinations of drivers, state order of the periodic refreshing training of medical staff, license their activity to determine their length of medical service, guarantee job to the specialists working at field of medical traffic safety support and encourage conscientious fulfillment of their duties.
- Insert the Association of experts in narcology of Ukraine into collective membership of UCA and elaborate draft instruction on the determination of intoxication taking into account obligatory liability insurance of car owners; keep a register of examinations on state of intoxication; provide financing of this activity, training of medical staff, legal and methodological support, obligatory taking a rehabilitation course by drivers; develop new psycho-physiological criteria of professional test of drivers and methods of alcohol and drugs detection in a human body; work-out the normative base of the work of commissions of experts in cooperation with insurance companies and average agents; distribute the equipment for examination on state of intoxication.
- Insert specialists of the Medicine of Catastrophes Department of Shchupyk Academy into collective membership of UCA; begin the work on the order on first aid kit packaging for the different categories of transport means, stationary first-aid posts etc.; develop and issue instructions on the first aid in case of traffic accident; organize the first aid training for all the population of Ukraine; develop and introduce the common system of traffic accident statistics, consider the possible changes in the list of contraindications to give driving license.
- Register all the periodic drivers’ examinations that will encourage fulfillment of all examination requirements and strengthen control on giving a driving license; pass this information into the State Motor Vehicle Inspectorate, General State Motor Vehicle Inspectorate in the Ministry of Transport and Communication of Ukraine, supplement Web site.
- Work in close cooperation with the Ministry of Transport and Communication of Ukraine and insurance companies on the subject of driving civil responsibility, strengthen control, and initiate development of the standards of giving medical assistance, that must help to determine the sum of compensation to injured in traffic accidents.
- Insert the public organization «Ukrainian Rescue Service» into collective membership of UCA; develop the conception of giving the qualitative medical aid on the roads of Ukraine, the unitary requirements to specialists and necessary equipment.
- Work in close cooperation with the Centre of Road Traffic Safety at Department of State Motor Vehicle Inspectorate of the Ministry of Internal Affairs of Ukraine concerning teaching staff in driving schools, give this Centre first aid manuals, exchange traffic accident statistics, supervise drivers who transfer dangerous cargo, develop new psycho-physiological criteria of professional test of drivers who work in extreme conditions, develop new specifications to the means of transport to reduce death and injures on the roads, require their execution by motor transport producers.
- Work with the specialists of Ukrainian Research Institute of Transport Designing to develop the state conception of road traffic safety and make demands to all motor transport producers concerning first aid kit packaging for the different categories of transport means.
- Create Web-resource of UCA, where the following information will be available: aims and tasks of organization, legal documents and national programs on road traffic safety, register of commissions of experts and examinations on state of intoxication, actual stamps of medical staff from different regions, results of verifications of motor transport enterprises, list of conscientious and unconscientious carriers, traffic accident statistics, list of all insurance companies concerning motor transport, equipment for driving commissions, drug-abuse clinics, examinations on state of intoxication, first-aids stations, road objects.
- Popularize rules of conduct on the roads via mass media; raise the culture of road traffic participants that will provide traffic safety of all the population of Ukraine.
- Use the symbols of UCA in all mass actions directed for development of road traffic safety support; develop franchising, and other ways of popularization of aims and tasks of UCA.
- Create the clear system of financing of all measures of organization, encourage achievements of all active centres and members of UCA.
- Supervise the unitary work strategy of organization in regions.
- Work with road administration on placing of informing signs on motorways about the location of round-the-clock trauma surgeries according to the list given by UCA; determine problem areas of motorways, where giving first medical assistance is problematic because of remoteness of settlements.
- Create the efficient legal service of UCA that will take part in elaborating of all normative documents determined by this program and provide work with all state institutions, legal support and protection of all the members of UCA and injured in traffic accidents.
- Work closely with the Association of International Combined Transport of Goods of Ukraine on medical traffic safety support of international transportations; organize medical service stations for international motor transport carriers.
- Establish effective cooperation with similar organizations of European Union to share experience at field of medical road traffic safety support.
